I think it has to do with individual and group achievement, emote for HA achievement is granted to the individual and it follows the player's account, GvG gets the cool cape trim and it follows the Guild not the individual, once you leave the guild you don't have that anymore.

This. Hero rank was originally displayed alongside Balth faction on the character screen.
The other PvP titles (along with title display) weren't added until much later.

The one thing Anet overestimated was the popularity of the more noob unfriendly forms PVP. Only a few people enjoy it. Those who want to try won't ever find a party. Those who can get a team quickly get tired of using the same builds over and over.
They say pve titles are grind, but try to get a high pvp title. Most repetitive activity ever because of the "mandatory overpowered build of the current patch" -gameplay.
That's why you only have a few maxed hero characters.

Very simple:
- HA had an impact on the favor of the gods and was very important for a large part of the game (Ecto's/Shards/Elite armor). They gave HA a title to show how much experience you have... which always ends up in abuse and massive grind until a few reach the final destination and are labeled: Lamer xxx-way noobz!
- GvG has a ladder system, and now capes, dominated by a few guilds in the early days and they still earn great respect when you look at threads where people name the best guilds in the game. To become famous as a team you should be here.

Hero was the most important title when the game came out. Anet had great expectations for HA and PvP in general. In fact, hero was the only "title".
Obviously it's not anymore.

Well it used to be that HoH battles dictated the gods favor.
So yes the rank&emote used to be special.
But i think we all know that now HoH is not quite so special, and all the little bambi flashing punks are good buildwars grinders.
But believe it or not, yes, it was special once. And people need to feel special.

'Bout a year back, I wanted to get into HA. A friend's friend offered to make us pay for fame - we wouldn't have had to do anything, they'd do all the job and I'd get the title without ever doing my job correctly.
It CAN have no meaning, because we were offered to do it this way. We wouldn't have gained any gaming experience from it, just the emote. But I wanted to know HOW it worked, therefore didn't accept it.
Took me 3 years to get my R3... but I earned it. And we ran something that was non-meta (just to prove my point in the next paragraph, I had a R10 telling us our team setup was meta... meta = standard, and it's not standard if only two or three teams are running it; the only times we faced a similar teams were because they had teamed up with us once or twice and failed to replicate the builds). I had the chance to learn the maps, tactics, why we could win this and why not the other, what to do vs. another team, their weaknesses, their strengths...
I still stick by my "rank doesn't automatically mean skill" attitude, because of what I see in PUGs. People who have rank but don't know basic game things, like damage, resistances/weakness, aggro basics... that a monk cannot heal something that's 10k miles away... and still think that they're the best thing since white bread because they have a rank.
Anyways, to get back to the point (sorry for the rant, just sour at the mob mentality regarding rank), it was indeed the only way of displaying a title to prove it, thus making it easier to form groups of roughly equivalently experienced people.
